Thailand is one of the most popular travel destinations in Southeast Asia. Many tourists want to explore Phuket and Koh Samui, as well as the mainland, independently. Renting a car or scooter is the most convenient option, as public transportation is poor, taxis are very expensive, and freedom of movement is limited. However, an important question arises: is it possible to rent a car in Phuket or Koh Samui in Thailand without a driver license?
A driver license is one of the required documents when hire a car. In Phuket, and indeed throughout the country, you're unlikely to find a single company willing to risk their property, or even if you do, the deposit will be exorbitant. Renting a motorbike without a driver license, however, is standard practice at popular resorts. Riding a motorbike also requires an IDP, but it's a category A license, which tourists often don't have. The client leaves the passport as deposit, which is a major pitfall, as in the event of a dispute, you'll agree to anything to get it back. Motorbikes are typically not covered by comprehensive insurance, and the renter is fully liable for any accidents. The rental agreement typically specifies the amount of damage the client must pay in the event of any vehicle damage, but it's important to remember that the renter is also responsible for the other parties involved in the accident: if they are injured, the at-fault party will also be responsible for their medical expenses. You can minimize your risks by choosing a rental company with the most reasonable terms.

Rent car in Thailand, in Phuket and Koh Samui, without a driver license is only a formality and is at your own risk if you find companies that don't check your documents. However, driving without one is illegal and extremely risky: neither insurance nor the police will protect you, and the fines and penalties can be very serious. Therefore, if you want to explore the country by car, it's best to obtain an IDP in advance. It's easy and quick, and it will save you a lot of trouble.
